“Putin has a real problem,” the 80-year-old said at a press conference with Finnish President Sauli Niinistö in Helsinki on Thursday. The Russian president can end the war tomorrow. “But there is no way he will win the war in Ukraine,” he said.

Regarding the prospects for Ukraine’s NATO membership, Biden stressed that there was no doubt about whether the country should join the alliance or not. “It’s about when they can join. And they will join NATO,” Biden said. He reiterated that no country that is currently under attack can become a NATO member. At this week’s summit, NATO dashed hopes of early accession. Although the alliance in Vilnius gave the country hope of admission, a formal invitation was subject to conditions.

Biden said he doesn’t think the war in Ukraine will drag on for years to come. To begin with, he does not believe that Russia, with its capabilities and resources, can sustain the war forever. On the other hand, there will be circumstances under which Putin will come to the conclusion that continuing the war in Russia’s interests no longer makes sense economically and politically. He hopes and expects that Ukraine will make significant progress in its offensive and that a negotiated settlement for the war will be reached.

Finland became the 31st member of NATO in early April and borders Russia over a distance of about 1,340 kilometers. Biden traveled to the EU country after the NATO summit in Vilnius. There he met Niinistö on Thursday and, together with the Finnish head of state, held a summit with the heads of government of the other Scandinavian countries Sweden, Denmark, Norway and Iceland.
