Ciuca paves the way: change in the Romanian leadership

In doing so, he cleared the way for his coalition partner Marcel Ciolacu of the Social Democratic Party (PSD).

Ciuca’s conservative PNL and PSD parties decided when they formed a coalition after the last parliamentary election in December 2020 that the Social Democrats would replace the PNL at the top of the government mid-term. Both parties came out of the election with almost equal strength. The next parliamentary elections are scheduled for autumn 2024.

This unusual move at the top of the government was delayed by three weeks due to a strike by teachers and technical school staff. Ciolacu said he does not want to take office until an agreement is reached with the protesters.

Teachers’ unions accepted an offer from the government on Monday. Their wages and salaries will be increased by an average of 25 percent. Romanian teachers make up the largest share of Romanian civil servants and are so far the lowest paid of all civil servants.
