Basically yes, if the capacity of the 12 volt battery in the hybrid vehicle is the same or higher than that of the faulty vehicle. However, TCS advises against this because the starter motor in vehicles draws several hundred amps, especially when it is very cold in winter, and this can damage the expensive components of the hybrid system in the donor vehicle.
As a hybrid vehicle owner, you should definitely take into account the information in your vehicle’s owner’s manual. Some manufacturers are openly opposed to using hybrids as a bridge to other cars. The only thing that can help in such a situation is another neighbor with a conventionally operated vehicle or TCS.
Unless the operating instructions explicitly recommend against bridging, it is important to connect the jumper cable to the battery terminals or strong jumper points. But if you are in doubt, it is better to call TCS because that is what our help is for.
