Retraining with the aid of the disability insurance (IV) must be aimed at ensuring that the IV does not have to pay a pension. The Swiss Federal Court of Auditors (SFAO) therefore advises to think more consciously about the chances of success of retraining.
The SFAO notes that retraining opportunities are important for the reintegration of physically or mentally disabled people into the labor market. With success, as she means in the report published on Wednesday, not only that no pension needs to be paid out thanks to the retraining. She also sees a lower pension through retraining as a success.
However, about 20 percent of the retrained have no income, no IV pension and need other support. The SFAO therefore makes suggestions for improvement. It advises the competent IV agencies to promote so-called upgrading if this proves to be a more cost-effective way. The IV agencies responsible for retraining should also work more closely with the employment services and trade associations.
According to the SFAO, more exchange between IV agencies is also important, especially when it comes to retraining of the mentally handicapped. Mental illness has long been the leading cause of disability, according to the report.
Finally, the SFAO criticizes that the IV agencies have too much freedom when it comes to access to retraining. The chances of receiving aid vary from canton to canton and are, according to the SFAO, ‘problematic’. The practice of the offices of Canton IV determines the allocation.
The SFAO therefore recommends that the Federal Social Insurance Service (BSV) lays down clearer and more uniform rules with the IV services, with a view to equal treatment.
The BSV admits that people with a low income and young people are less likely to be granted retraining by the IV if only the loss of income due to illness is taken into account. According to his statement, it is ready to accept the recommendations.
According to the BSV, it is not yet possible to assess whether uniform rules can be introduced with an instruction or whether amendments to regulations or the law are necessary.
According to the SFAO, about 4,000 people can be retrained annually with contributions from the IV. The offer varies from courses to further training and university studies.
The cost is about 100 million Swiss francs. In addition, there is about 270 million francs for daily allowances during training. The retraining should give those affected the chance to earn about the same as before their health disability. (SDA/oco)
