SP-Badran criticizes template: Commission wants to completely abolish imputed rental value

The Economic Commission of the National Council (WAK-N) insists on a consistent system change in the taxation of the imputed rental value of housing, the parliamentary services announced.

In the autumn of 2021, the Council of States decided to proceed with a proposal to abolish the imputed rental value. However, he wanted self-occupied second homes to be taxed at both the federal and cantonal levels as before, as well as income from rented or leased properties.

To accommodate the cantons, the WAK-N wants to continue to enshrine a property tax on second homes in the federal constitution. Because a change in the system of the imputed rental value, also for second homes, would lead to tax losses, especially for tourist cantons. A minority is against exempting second homes from the imputed rental value.

The WAK-N has waived some of the previous requirements. According to the statement of the parliamentary services, this approaches the position of the Council of States.

SP criticizes template

The imputed rental system change is a hot potato and has already failed twice at the ballot box and multiple times in parliament. There is criticism again, especially from the SP. Homeowners already have several tax advantages over tenants, says SP alderman Jacqueline Badran (61).

“With this bill, the right-wing majority of the Commission still allows debt interest deductions of up to 40 percent of interest income on the assets. This is unacceptable, because only very wealthy people benefit from the remaining deductions. The SP will be firmly against the proposal.

In the Parliament debate in the autumn of 2021, Pirmin Bischof (64) said on behalf of the Economic Commission of the Council of States (WAK-S) that the taxation of imputed rental value is something that the population does not understand. This committee had prepared the template.

Last fall, the National Council decided to return the bill to the WAK-N. The Fuder was overloaded. You won’t win a referendum with that.
