Now it happened. The leading Economic Commission of the National Council (WAK) returns the controversial revision of the customs law to the sender in the finance department! FDP Finance Minister Karin Keller-Sutter (59) now has to spoon out the soup brought to her by SVP predecessor Ueli Maurer (72). It was similar to the collapse of Credit Suisse.
The revision of the law has been on the verge several times. By April, WAK had avoided the death knell and, despite deep concerns, expressed detailed advice on the deal. There was even resistance in the Bundesrat. The Legal Committee of the National Council later also spoke out against the bill. Reason: She was “not ready for treatment”.
The cantons in particular revolted. Her accusation: the law isn’t even constitutional. The federal government thus ignores the police sovereignty of the cantons and gives the customs officers new police tasks.
There is also criticism of the training to become a specialist in customs and border control. Today, customs officers check goods – people are checked by border guards. In the future, one person should do both. That is why customs specialists are also trained on the weapon. It was always assured that no one would be forced to carry a weapon. However, there are major reservations among the staff.
At the same time, politicians criticized that the reorganization of the Federal Office for Customs and Border Security (BASF) was already underway. In doing so, the federal government had anticipated the decision of parliament. There was also a good reprimand for this from the Audit Committee of the Council of States.
Treasury Secretary Keller-Sutter did everything he could to save the law. That is why she had a working group led by former Aargau SP country and government council member Urs Hofmann (66) analyze the problems and develop proposals for solutions. While this could clarify the differences between the federal government and the cantons, too many open points remained.
In mid-May, the FDP Bundesrat went one step further and – in mutual consultation – said goodbye to the controversial customs chief Christian Bock (55). The staff should breathe a sigh of relief. But even pulling this emergency brake could no longer prevent the conversion of customs and border guards from collapsing.
The rejection by the competent committee of the National Council is a setback. The parliamentarians are also aware of this. A delay of two to three years is expected. It can be cumbersome and expensive, especially for internationally operating companies that have been waiting for years for a revision of customs legislation.
