Dick Marty (78), the former Council of States of Ticino and Special Investigator of the Council of Europe, expressed in the “Daily Talk” on Radio SRF on Friday how it took him so long to get protection and why the authorities do not immediately pursue the criminals. “The matter could have been resolved quickly,” said Marty.

The aim of the criminals was to blame former Kosovo President Hacim Thaci for his assassination. Marty assumes they were people with contacts in the Serbian secret services. Because Serbia feared that Thaci could not be brought to justice.

If official Switzerland had immediately intervened with the Serbian government and told them they knew about the plans, the plan would have collapsed, Marty said. “But apparently they didn’t want to disrupt diplomatic relations. I don’t know why.” But he knows that many people in official Switzerland at the Federal Ministry of Foreign Affairs (EDA) and at the Attorney General’s Office (BA) are not telling the truth.

At the request of the Keystone-SDA news agency, the BA wrote without commenting on the accusation of a late response: “The responsible Swiss authorities are in contact with the Serbian authorities at various levels.”

However, the threat does not only come from the Serbian side, Marty emphasized to SRF. The Albanian media and even politicians have been campaigning against him for years. And that is dangerous. Because this approach could incite uncontrollable people.

Marty expressed his frustration that the Swiss authorities were not telling him the truth: he was never very popular in official Bern, in part because he wrote a report on the CIA prisons, which may have disrupted relations with the US.

In a 2010 report to the Council of Europe, Marty concluded that parts of the Kosovo Liberation Army (KLA) leadership had committed war crimes during the 1998–99 Kosovo war. The Special Tribunal for Kosovo in The Hague later upheld the relevant allegations and Taci stepped down as president in November 2020.

However, Marty didn’t get full bodyguards until December 2020. The federal prosecutor then said that a “serious threat situation” against Marty had to be assumed. Due to the “presumably transnational context”, the case also has a political component.
