Adjustment of the wage comparison should enable higher IV pensions

The adjustment of the IV scheme has consequences for the hypothetical wages used to calculate the degree of incapacity for work (IV degree). The degree IV is determined by comparing the income that someone had before the disability with the income that he still has after the disability.

If a person with an IV pension has no income, the calculation should be based on a wage that corresponds to his situation, Wednesday’s message says. These hypothetical incomes would be higher today than people with disabilities could earn.

Reduce hypothetical wages by 10 percent

The Federal Council therefore wants to reduce the hypothetical salary by ten percent from 2024 and thus enable a higher IV grade. According to a rough estimate, this leads to additional costs of CHF 85 million per year for the IV. In addition, more people will be entitled to retraining paid for from the IV. According to the Federal Council, the costs for this cannot be estimated reliably.

The supplementary benefits at the IV probably entail an additional cost of 23 million francs. These costs are borne jointly by the Confederation and the cantons. In the case of occupational pensions, on the other hand, the additional costs are likely to amount to around CHF 20 million per year.

In a different way than Parliament

The Federal Council wants to implement the change from 2024 for new IV pensioners without income. Current pensions must be reviewed by the IV agencies within two years. About 30,000 people with no disability income who are not yet receiving a full IV pension are affected.

Parliament wanted to improve the situation of IV pensioners with no income with new disability pay schemes. However, according to the Federal Council, this is very complicated and also takes a lot of time. So he chose what he thought was the quickest way with the lump sum deduction. The proposed amendment to the IV regulation is available for consultation until 5 June.
