No solar obligation for existing buildings

On Tuesday, the National Council accepted a corresponding individual application from FDP National Councilor Jacqueline de Quattro as part of the consultation on the so-called energy mantle decree – by 159 votes in favour, 32 against and one abstention. The Council of States has yet to decide on this.

The National Council Committee on Environment, Spatial Planning and Energy (Urek-N) wanted to go further. She proposed equipping larger existing buildings with solar panels in the medium term. Residential buildings would have been an exception.

The left appealed unsuccessfully

De Ratslefte wanted to extend the solar obligation to all new and existing buildings. SP National Councilor Gabriela Suter campaigned for the expansion of solar energy. It is the technology with the greatest expansion potential. “We need to exploit this potential.”

In contrast, SVP National Councilor Christian Imark described the solar obligation as “unnecessary and counterproductive coercion”. No one has clarified the consequences of such an arrangement. His party colleague Mike Egger of St. Gallen unequivocally threatened a referendum against the bill if the Council agreed to “this nonsense”.

Rösti also warned against it

In the end, the compromise proposed by the National Councilor de Quattro prevailed. According to Energy Minister Albert Rösti, this is more logical than an extensive solar obligation. The latter would jeopardize the entire template. “That would be negligent.”

The National Council also decided on a solar obligation from 2030 on suitable new parking spaces for vehicles from an area of ​​250 square meters. Existing parking spaces from 500 square meters must be equipped with solar panels in 2035. A solar installation must also be installed at suitable locations in the infrastructure of the federal government and federal companies.

On the efficiency suggestion of the table

No majority found more far-reaching efficiency measures in the construction sector. For example, the Ratslefte wanted to ban the installation and replacement of electric heaters. As in the Council of States, the application was rejected.

According to a left-wing minority, electric boilers should also be replaced by heat pump boilers by 2040. The cantons could have allowed exceptions. This motion also failed to find a majority in the Council. (SDA)
