Due to lack of transparency: the supervisory committee criticizes the Federal Council

The Federal Council was not transparent in its inspections of new fighter jets and Covid protective masks, the oversight committee criticizes in its annual report.

Reprimand to the Federal Council: The 2023 annual report of the corporate audit committees (GPK) published on Tuesday contains topics that have not yet been publicly communicated during the year. It is striking that in two cases the GPK-N was not satisfied with the statements of the Federal Council on recommendations and suggestions from the supervisor.

On the one hand, this concerns the approval of the GPK-N for the evaluation process of the Swiss army’s new fighter aircraft, the F-35A from the American manufacturer Lockheed Martin. From the point of view of the parliamentary supervisory authority, the Federal Council’s rulings were “inadequate” and “its attitude was problematic for institutional reasons”.

The GPK-N further states in the report that a similar problem arose during its investigation into the purchase of Covid-19 protective masks. She emphasizes that “the framework established by the current law for the division of roles between the Federal Council and the parliamentary supervisory authority only works if the two bodies can have an in-depth dialogue or if there is the right willingness on both sides.”

With the exception of the cases mentioned, this dialogue works “as a rule” according to the GPK-N. However, it expects that the Federal Council will be prepared to engage in a constructive and appropriate dialogue with it on the findings and recommendations of its inspections.
