Regulation of large carnivores should be in the constitution: Initiative wants to regulate populations of wolves, bears, lynxes and birds of prey

The initiative “for effective regulatory measures against the uncontrolled spread of wolves, lynxes, bears and all kinds of birds of prey” was published in the Federal Government Gazette on Tuesday. The committee has until July 30, 2025 to collect the 100,000 valid signatures needed to complete the request.

In concrete terms, the initiative requires that wolves, bears and lynxes, as well as “birds of prey” not described in detail in the text, may be hunted with the aim of preventing their “uncontrolled” spread. Birds of prey include not only species such as golden eagles and bearded vultures, but also buzzards and red kites.

Wolf, bear and lynx are protected in Switzerland. In November, the federal government approved the preventive shooting of twelve wolf packs. The animals can be killed before they cause any damage. However, courts have temporarily halted the shooting in the cantons of Graubünden and Valais. According to the hunting law, birds of prey may not be hunted and they are also protected.

Further initiatives in the field of large carnivores

The initiative is supported by a committee led by Bern councilor Madeleine Amstutz (44). The Sigriswil politician was expelled from the party by the SVP Canton Bern at the end of 2023 due to candidacies on lists that do not belong to the SVP and is defending himself against this with an objection.

It is not the first initiative against large carnivores. Signatures are currently being collected for the popular initiative “to protect people, pets and farm animals from wolves”. She wants to stipulate in the constitution that wolves can be hunted all year round. They may only be protected in the Swiss National Park.

In November 2021, the canton of Valais clearly accepted the popular initiative “For a canton of Valais without large carnivores”. Because the regulation of large carnivores is a federal responsibility, the initiative was seen as a signal to Bern. (SDA)
