Waiting a year for the car inspection: the learning phase stinks for young drivers

The blue L has been available for ages 17 and under 20 since 2022, but people under 20 must complete a one-year learning phase before they can take the practical exam.

In this phase you must drive with a companion who has held a driver’s license for at least three years, is over 23 years old and no longer has a probationary driver’s license. They are only admitted to the exam after one year. However, these rules do not apply to new drivers who are over 20 years old.

The Federal Council hoped that the regulation would increase road safety. He argued at the time that the more trips that take place under supervision, the more likely it is to have accidents after passing the practical exam.

Politicians with a heart for young leaders

FDP state councilor Andri Silberschmidt (29) now wants to do the opposite and reverse the rule. For him it is pure intimidation.

Silberschmidt and SVP Council Member Mike Egger (31) submitted two identical proposals shortly before Christmas, so that the requirements for young drivers could be changed again: “This unequal treatment can be justified, not least with a view to the labor market, where a category A driving license B is required, which is often a condition for a job, cannot be justified,” the proposals say. A petition has now also been started about this.

Practice shows that new drivers do not use the one-year learning phase to the extent that is necessary and desirable. “Instead, the start of the actual learning phase is postponed and/or interrupted several times,” Silberschmidt writes.

He thinks the rule makes sense for 17-year-olds, because they will not be admitted to the exam before they turn 18.

Driving instructors were critical

When the new rules were introduced, driving instructors warned that it was a good idea for new drivers to gain more driving experience. The catch, however, is that someone can order a driver’s license at the age of 17 and take the driving test at the age of 18 without ever having driven a meter. (she)
