This is how Switzerland wants to negotiate

On Friday, the Federal Council approved the draft negotiating mandate with the European Union. Negotiations should start as soon as the mandate is finalized, after consultation with Parliament and the cantons.

The overarching goal of the Federal Council remains to stabilize the bilateral path. He wants to base the negotiations on the package approach adopted almost two years ago. This is based on a package of cooperation and market access agreements, the Ministry of Foreign Affairs (EDA) writes.

The Federal Council wants new agreements on electricity and food safety, as well as cooperation in the health sector. The package also includes an agreement for systematic participation in EU programs such as Horizon Europe, as well as regular cohesion contributions to the EU.

The Federal Council wants to regulate institutional matters in the internal market agreements. State aid provisions, on the other hand, should be included in air, land transport and electricity agreements. (SDA)

Relationship status is complicated. For almost ten years, Switzerland has been discussing with the European Union (EU) how they want to cooperate and work together. Switzerland does not want a marriage – that is, accession – because the economic relations between Switzerland and the EU are too closely intertwined for a divorce.

So a friendship+: bilateral treaties. But questions about wage protection and dispute resolution also need to be clarified there. To this end, the Federal Council wanted Foreign Minister Ignazio Cassis (62) to draw up a negotiating mandate, which he decided on in November. At the same time, the preparatory negotiations, the so-called exploratory talks, were completed.

Solution for existing and new agreements

“The exploratory talks between Switzerland and the EU, which started in April 2022, influenced all elements of the package approach,” it said in its press release at the time. This also includes new agreements, for example in the areas of electricity, food safety and health, participation in EU programs such as the Horizon Europe education programme, the resumption of regulatory dialogue in the financial sector and the establishment of a structured political dialogue. In addition, institutional solutions must also be found for the existing agreements.
