“Untargeted unrest”: Counterfeit ballots appeared in the canton of Solothurn

Five municipalities in Solothurn received some incorrect ballot papers for the Council of States election on November 19. Because mistakes had already been made when sending the documents to the municipalities for a cantonal vote on October 22, the State Chancellery is considering legal action. (symbol image)

A total of 37 lists from the elections for the National Council and 3 ballot papers from the first round of the elections for the Council of States were found in the election materials for November 19, the State Chancellery writes. Initial investigation showed that there was intent.

The incorrect ballot papers were discovered at an early stage and the correct distribution of voting documents among those entitled to vote was ensured. The 107 municipalities in Solothurn were informed and advised to take extra care when packing to send only the correct ballot papers. Anyone who nevertheless receives false documents is asked to contact the municipality or the state chancellery.

Two weeks ago there were problems

In the run-up to the vote on the central prison on October 22, which took place together with the parliamentary elections, approximately 190 counterfeit ballot papers had appeared, the State Chancellery wrote. With two exceptions, these issues could have been resolved by the communities in a timely manner.

While previously the emphasis was on a mistake, the State Chancellery writes that it must now be assumed that there is a pattern and therefore intent. However, for both ballots, targeted manipulation in the sense of election fraud is hardly conceivable: neither the proposal nor any candidate was advantaged or disadvantaged.

The cantonal authorities suspect “a form of untargeted nuisance by an external contractor” and are considering legal action.
