The Grand Chamber voted yes by 94 votes to 92 to a motion by National Councilor Eric Nussbaumer (63, SP) – against the wishes of the state government. Now it is the turn of the Council of States.
As the Nussbaumer motion emphasized, his proposal does not advocate joining the EEA or starting accession negotiations, but only for exploratory talks to adequately assess the possibility of accession negotiations. From a strategic point of view, it is also not smart to limit yourself to exploratory discussions with the EU.
In exemplary discussions with the EEA Council, the Federal Council should in particular examine possible solutions in the areas of free movement of persons and freedom of establishment.
The Federal Council rejects the motion citing the ongoing exploratory talks with the EU. Parallel talks with the EEA Council would only cause confusion, Economy Minister Guy Parmelin told the Council. A report is also being prepared in which various other options are analyzed in addition to the bilateral path, including accession to the EEA.
