Minister of the Presidency, José Simpson Poloconsulted the chairman of the board of directors Panama Canal Authority (ACP), Aristides Royoif public consultations were conducted among the citizens living in the area, in order to find out their opinion on the legal boundaries of the hydrographic basin of the Panama Canal.
Said consultation, also on reservoir or transfer construction, to comply with provisions Law 6 of 2002which dictates standards for transparency in public administration, establishes the operation of Habeas Data and dictates other provisions.
The note sent by Simpson emphasizes that it is Contract no. 47 of August 24, 2023 of the Board of Directors of the Panama Canalwhich approves the proposal for the boundaries of the hydrographic basin of the Panama Canal, in addition to seeking to legally regulate the boundaries of the aforementioned basin, which was repealed by Law 20 of 2006, it seeks to develop legal means to take advantage of new sources of water resources that compensate for current and future water shortages.
Also, efforts are being made to enable the development of projects such as reservoirs, transfers or any other necessary to guarantee water for the population and the operation of the Panama Canal.
The Minister of the Presidency also reminded that according to para 4 of Article 2 of Law 28 of 2006 which approves the proposal for the construction of the third series of locks in the Panama Canal, “Reservoirs will not be built for the operation of the third series of locks”, which was due to the mobilization of citizens against the reservoirs that were created as a result of the Canal expansion project in 2006.
“It is advisable to take this into account, since it is essential to consult, listen and pay attention in advance to the residents of the areas that could be affected by the initiatives proposed by the Panama Canal Authority. This is an auspicious occasion to reiterate the expressions of my highest respect and esteem,” he adds.
