He explained that, after the adoption of the new law, all new employees will have direct entry to the 1st level of the ladder and must pass the suitability procedure to enter the 2nd level.

Equal opportunity competitions are also held to reach out levels 3, 4 and 5, supervision and headquarters.

Zapata pointed out that this initiative is the product of the consensus of all involved sectors, respects the salary scale, enables the advancement of social experts, guarantees better wages and gives work and emotional stability to actors of social transformation who bring the benefit of the community.
