In Moscow, the head of the Rosgvardia naval department was arrested on suspicion of corruption. He would have sold overpriced and inferior radar systems.

Is the Russian National Guard (Rosgvardia) conducting an internal anti-corruption investigation to eliminate enemies? At least that is the opinion of experts from the Institute for War Studies (ISW). On Wednesday, the head of the naval department, Sergei Volkov, was arrested in Moscow on suspicion of corruption. He is accused of selling inferior radar systems at inflated prices. According to the ISW, an official investigation found that Volkov’s actions caused the equivalent of about $5 million in damage. Russian media speak of a “corruption scandal”.

Not an isolated case: the commander of the central district of Rosgvardia was also arrested on charges of corruption. The Russian government apparently fears internal resistance. The investigation is notable because there has not been a single arrest of Russian military commanders since the start of the Russian invasion of Ukraine.

Is Putin worried?

According to the ISW, this change of course shows that Russian President Vladimir Putin (70) may be concerned about Rosgvardia’s reliability and loyalty, but also about corruption within his military apparatus. The latest criminal cases may indicate that the Russian authorities are conducting a large-scale corruption investigation within the National Guard on orders from the top.

In particular, Rosgvardia contains elements responsible for the internal security of the Russian regime. According to the ISW, Putin scrupulously ensures that everything in authority is done right and that the work is done in his best interests. (A)
