And unlike at the end of February, the Kremlin is no longer so sure of victory. The consequences of the attack on Ukraine could become increasingly fatal for President Vladimir Putin (70). Because if the war is lost, there is also the risk of loss of power. And Putin would probably drag his entire political environment into the abyss.

Therefore, senior officials are currently preparing an escape plan. Putin’s entourage would consider moving to Venezuela and Argentina in case Russia loses the war in Ukraine and thus power. Accordingly, the project, which goes by the unofficial name of “Noah’s Ark”, has been underway for several months. “As the name suggests, it’s about finding new countries to go to when things get awkward at home. The chief’s entourage does not exclude the possibility of losing the war, losing power and urgently needing to be evacuated somewhere,” Gallyamov writes.
Venezuela instead of China
Originally, China was considered the main location. However, relations with the Chinese now seem to be characterized by uncertainties. It is unclear whether they would still be reliable partners if Russia lost the war.
Argentina and Venezuela are now considered significantly more promising destinations. Igor Sechin (62) would take care of Venezuela. Formerly deputy prime minister, he is a confidant of Putin and head of the Rosneft oil company. Because Sechin has good personal relations with Venezuelan President Nicolás Maduro (60), he is responsible for the evacuation project.
Sechin’s right-hand man, Yuri Kurilin (50), will take on specific tasks. Kurilin officially resigned from Rosneft in the summer and has since devoted himself entirely to Noah’s Ark. Kurilin studied at California State University, according to Gallyamov, has US citizenship and maintains good relations with various high-level structures.

But not only Putin and his close ones would prepare for a possible escape. Other officials are also currently working on a contingency plan, the independent Telegram portal “We can explain” reports citing several sources close to the presidential administration.
In the past, the portal’s journalists had regularly reported on the grievances related to the mobilization.
So now Putin’s followers should actively buy real estate on Venezuela’s Isla de Margarita, writes “We can explain”. There they should apparently be protected from extradition. In addition, lower-ranking people are currently applying for residence permits in Paraguay and Ecuador.
So, if the Kremlin publicly emphasizes that everything is going according to plan, the question arises which one. Because apparently Putin and the people around him have more than one.
