The Federal Council wants to support Ukraine with 100 million francs in the winter because of the consequences of the war. The main objective is to finance the maintenance of the energy infrastructure and access to drinking water.

More than 30 percent of Ukraine’s energy infrastructure has been damaged as a result of targeted Russian attacks and access to electricity and drinking water has been cut off in many places. The approaching winter will exacerbate these challenges.

The Federal Council announced on Wednesday that Ukraine is therefore dependent on the aid of the international community. To this end, he has drawn up an action plan to get through the winter. The CHF 100 million is to be added to Switzerland’s existing humanitarian commitment. The Federal Council is requesting an additional CHF 76 million from Parliament for this.

For example, Switzerland offers support for the purchase of spare parts for energy and for the repair of rail fastening systems for the transport of heavy goods. The most affected people will be helped to replace windows and insulate houses before the onset of winter. It is currently being investigated whether Switzerland can also supply generators, pumps or water treatment systems.

About 18 million people in Ukraine are dependent on aid, according to the Federal Council. This corresponds to about 40 percent of the population. With the onset of winter, that number could grow to 24 million. (aeg/sda)
