Top Chinese diplomat implicated in riot, lower house calls for action

Consul General Zheng Xihuan was involved in the violence at the Chinese consulate in Manchester on Sunday. The British Foreign Secretary describes the violence as unacceptable and is considering further steps.

Diplomat Zheng Xiyuan tore down banners during a peaceful protest against President Xi last Sunday. As a result, some men who would have been recognized as members of the Chinese Communist Party (CCP) attacked the Hong Kong protesters.

A short, violent fight broke out right on the border between the consulate and public space. Footage owned by the BBC shows Zheng Xiyuan taking part in the brawl and then watching a man being dragged onto the premises and beaten up.

This man was beaten so badly that British police entered the consulate grounds to remove him. The consulate is British territory but cannot be entered without permission. The man was later taken to the hospital.

The British House of Commons will now vote to make the consul-general undesirable and prosecute or expel CCP members this week.

“We cannot allow China to import its policies of anti-protest violence and freedom of expression here,” Conservation Party member Alicia Kearns said. “Hong Kong people seeking refuge here cannot protest freely now and it is our job to ensure they can.”

Opposition Labor and ruling Conservative Party members are calling for Xiyuan’s expulsion. Labor MP Andrew Gwynne: “Had this happened in Hong Kong at the British consulate, the British government would have reacted with anger.”

A Chinese spokesman says people entered the consulate illegally. The British Foreign Secretary has now summoned the Chinese deputy ambassador.
