Bullying in schools: France wants to block Facebook and Instagram for perpetrators

In the future, students who bully other children or young people will not only have to take away their phones, but also temporarily block online networks such as Facebook and Instagram. “We will wage a relentless battle against bullying,” Prime Minister Elisabeth Borne said on Wednesday evening.

Blocking online accounts should be the responsibility of the platforms. Failure to comply can result in a fine of up to 75,000 euros. It is still unclear how to prevent affected students from creating new accounts.

Empathy courses for children and young people

Education Minister Gabriel Attal also wants to introduce so-called empathy courses based on the Danish model from next year. These courses are intended to make children and young people aware of the problem of bullying. In addition to students, parents and teachers also need to be better informed about the dangers of bullying.

Perpetrators must change schools

Attal had already announced that in the case of bullying at school, the perpetrators and not – as has often been the case so far – the victims, should change schools. Borne reiterated that the Public Prosecution Service must be systematically involved if there are indications of bullying.

Several suicide cases in France

In France, it is estimated that a tenth of students experience bullying. Several suicides by young people who had previously complained of persistent belittling by classmates had brought the subject much attention.

One day after the start of the new school year, 15-year-old Nicolas hanged himself in his room. He changed schools after complaining about bullying at his previous school. His parents had previously complained to the school management that they had not responded sufficiently.

President Emmanuel Macron had given the subject “top priority” for the new school year. His wife Brigitte has been committed to combating psychological violence in schools for some time.
