The UN Anti-Torture Committee in Geneva on Tuesday criticized Switzerland for punishing torture as a crime against humanity and a war crime. These are too low in Switzerland.
The rapporteur for Switzerland of the UN Committee against Torture pointed out to the Swiss delegation that the The penalty for torture as part of a crime against humanity is “only” five years and for war crimes three years. “These sentences seem quite low for crimes of this magnitude,” said the American – asking, “What signal are we sending out?”
The rapporteur also welcomed the establishment of the National Human Rights Institution (NHRI) on Tuesday. This has long been demanded by various UN committees and member states and was established in May. However, the rapporteur said that the amount of one million Swiss francs per year was not enough.
The commission’s independent experts do not speak for the UN. (sda)
