It is unclear whether the documents are authentic. It remains silent from Kiev. According to Russian media, President Vladimir Putin (70) first presented the draft of an alleged security agreement with Ukraine on Saturday in St. Petersburg, which was drawn up in Istanbul in March 2022. Putin presented the draft treaty to the heads of state and government of several African countries, who had traveled to Russia’s Baltic Sea for an economic summit.
Putin stressed that Turkish President Recep Tayyip Erdogan (69) supported the negotiations. Erdogan helped “both in developing confidence-building measures and in writing the text of the agreement,” Russia’s Tass news agency quoted the Kremlin boss as saying.
“We did not discuss with the Ukrainian side that this contract would be classified as secret, but we never submitted it or commented on it,” Putin said of the previously unknown document. While showing the draft treaty to delegations from Africa, Putin said the paper was signed by the chief negotiator in Kiev: “He put his signature on it,” Putin said, pointing his finger: “Here.”
According to Putin, the document was titled “Treaty on Permanent Neutrality and Security Guarantees for Ukraine”. The draft stipulates that Ukraine must enshrine “permanent neutrality” in its constitution. Russia, USA, UK, China and France are guarantors.
An alleged additional draft, also shown by Putin, contains the Russian and Ukrainian proposals on the size of Kiev’s standing army in peacetime and on its equipment. Moscow has proposed limiting the number of military personnel to 85,000 and the number of National Guard members to 15,000. Kiev, on the other hand, wanted up to a quarter of a million soldiers.
Moscow wanted to give Ukraine 342 tanks, 1,029 armored vehicles, 96 multiple rocket launchers, 50 combat aircraft and 52 “support aircraft”. Kiev insisted on 800 tanks, 2,400 armored vehicles, 600 multiple rocket launchers, 74 combat aircraft and 86 “support aircraft”.
Proposals were also exchanged to restrict Ukrainian mortars, anti-tank weapons and anti-aircraft missile systems and other equipment. The negotiations failed shortly afterwards, the Russian invasion was already underway.
Putin has made no mention of Russian provocations, breaches of promises and treaties that must have contributed to the failure of the negotiations. Since the beginning of the war, Moscow has made no attempt to be seriously interested in talks. The wave of invasions had already begun during the Istanbul talks, and Kiev’s endorsement of the newspaper would likely amount to capitulation.
But Putin hypocritically claimed on Saturday that, as a gesture of goodwill, “we had withdrawn our troops from Kiev, as we promised”. Kiev, however, threw the draft treaty into the dustbin of history. No word from Putin that his troops have failed in their attempt to capture the Ukrainian capital far from the gates of Kiev.
What the Kremlin has called a special military operation since the invasion of Ukraine on February 24, 2022, is now called a “war against the West”. The special military operation actually ended in a war with the collective West, Tass quoted Kremlin spokesman Dmitry Peskov (55) on Saturday.
The purpose of the special operation was achieved and Ukraine was successfully demilitarized. Ukraine’s current weapons mainly come from the West: “Actually, a special military operation has been launched against Ukraine, against the Kiev regime,” Peskov said. “Now it’s practically a war between Moscow and the collective West.” Ukraine has “no sovereignty”.
Peskov called this the “conversion of the military special operation into an actual war between the Russian Federation and the collective West”.
