The origin of the situation

The impasse began to form with the January election of McCarthy as speaker. So, after weeks of negotiations, he won the support of the most radical wing of the Republican group in exchange for a series of commitments, including the possibility that the will of a single member of the parliamentary group could start the process of removing him from office.

The debt ceiling crisis forced McCarthy to work with Democrats to avoid an administration default, which radicals saw as diminishing the leverage they had gained in the January negotiations.
