The government requests the approval of the moratorium on pensions: are there votes?

Representatives of the Frente de Todos have called a special session where they will seek the approval of a moratorium on the social security benefit of one and a half million people. Without the support of JxC, will the ruling party have enough votes?

On the threshold of the end of the period of extraordinary sessions and with harmonized figures, The ruling party in parliament aims to turn the social security moratorium into law this Tuesday.

Unaccompanied Together for Change, which will reject the measure, the presiding bench German Martinez tends to join a part of the “middle blocs” to achieve a quorum and thus put to a vote the project which used by more than one and a half million people.

Less than 24 hours before President Alberto Fernández opens the regular session, Representatives of the Frente de Todos believe that the invitation of the head of state to extraordinary sessions was not in vain. In any case, the result will be thin: of the nearly thirty issues that Fernández authorized to be resolved in the legislature during the summer, if the ruling party manages to muster a quorum, only two beans will be scored.

On the one hand, it will seek to sanction the initiative that promotes the implementation of the Unified National Program for the computerization and digitization of medical records of the Republic of Argentina.

If left untreated, the project will lose its parliamentary status. One of the pieces of information is that the initiative was decided by the Health Commission chaired by socialists Monica Fein. With this project as “fishhook“, Frente de Todos could guarantee that this bench, which santafesina integrates together with Enrique Estevez, to provide a quorum at the session called for 10:30.

Another project that Frente de Todos intends to convert is pension moratorium that will provide access to pension credit for almost 740,000 people of retirement age, despite not having a statutory 30-year contribution. The payout plan approved by the Senate mid-last year allows those nearing age 60 (women) or 65 (men) to pay their pension debt in “contribution cancellation units,” the equivalent of one month’s service.

In addition, the initiative includes a payment plan for those workers who have less than 10 years until retirement age, so they can start writing off their pension debts. And thus reach retirement age without obligations to attend. It is estimated that 552,000 women and 327,000 men are able to regulate obligations.

So between both worlds of potential users, more than one and a half million people could benefit from the enactment of the law.

Do they have a governing quorum?

With both issues on the table, the Speaker of the House, Cecilia Moreau, hopes to add the 11 MPs the ruling party lacks to reach a quorum. In that sense, the chips are in place four representatives from the left, four from the United Provinces as well as part of the Federal Interbloc chaired by Alejandro “Topo” Rodríguez and where they coexist, their block, Buenos Aires Identity with socialism and Schiarettisma.

The big question is whether they will three Cordobas who report to Governor Juan Schiaretti. That bench, while supporting the moratorium, like Together for Changes, opposes giving a quorum to the ruling party while the petition to impeach four members of the Supreme Court is pending. If we add to this the move of last week, in which the schiarettista Alejandra Vigo formed a bloc together with four wayward senators from the Frente de Todos, you probably want to reaffirm your “opposition” identity.

According to a previous “jury” carried out by El Cronista, the ruling party would come (very narrowly) to approve a moratorium on pensions. But for that you need to have perfect self-help. FdT has absolutely nothing left.

Together for Change will vote against the Frente de Todos project.

“We see that it failed in the Senate and now the deputies have one last attempt to save their clothes before President Alberto Fernández has to admit it with his decree on extraordinary sessions, he could not deal with a single issue in Congress, and all because of the folly of impeachment“, they answered ambiguously from the Federal Block of Córdoba when asked about their presence in the complex.

instead of that, Together for change – in tandem with the four liberals – will not provide a quorum, they will go to the premises when the session begins and will vote against the bill. It is worth recalling that during the debate in the interbloc committee, he presented a minority opinion, authored by the deputy of Evolución Radical, Alejandro Cacácewhich proposes the establishment of a proportional compensation for those who have less than 30 years of contribution experience and have reached retirement age.

In addition, it proposes that women can access PUAM from the age of 60, in line with the current requirements of the general pension system. And that they can opt for PUAM if the fee calculation is lower than it.
