The Council of States rejects the solar obligation for all new buildings decided by the National Council. The tenor of the majority was that it was an excessive encroachment on the private property and sovereignty of the cantons.
Currently, new buildings with a surface area of more than 300 square meters must be fitted with solar panels. The National Council decided in the spring that solar panels must be installed in all new buildings and in major renovations and renovations, especially when renovating the roof.
In its decision on Thursday against such a solar obligation, the small chamber followed the preliminary advisory committee for the Environment, Spatial Planning and Energy. A minority supported the National Council’s decision, but only for new buildings and roof renovations.
Unlike the National Council, the Council of States is also against the introduction of an obligation to cover parking spaces for vehicles above a certain size with solar panels. (SDA)
