The Credit Suisse crash raises tough questions. Have the Netherlands Authority for the Financial Markets (Finma), the Federal Council and the National Bank (SNB) been idle for too long? Did they respond correctly? A thorough explanation is required. Because the rescue operation can cost the taxpayer dear: with 259 billion francs, he is responsible for CS.

Even the heads of state of the Council of States can no longer oppose a parliamentary committee of inquiry (PUK) if they do not want to disqualify themselves. She wants to give the green light if the Corporate Audit Committee (GPK-S) of the State Council welcomes a PUK. And the GPK’ers emphasize the importance of a PUK.

If, contrary to expectations, the heads of state of the Council of States were against a PUK, the center party would have a problem: precisely in the election year, they lost credibility. She is the decisive factor in the six-member council with two seats.

Center with the best opportunities

At the same time, the center party has the best chance of filling the PUK presidency. Because there is general agreement outside of the FDP and SVP that neither of these two parties can hold the prestigious office. Because Ueli Maurer (72, SVP) and Karin Keller-Sutter (59, FDP) are finance ministers responsible for the CS rescue. The PUK must, among other things, explain its role.

According to several politicians, the party that assumes the presidency should belong to a party in the Bundesrat. This limits the circle to members of the SP and the center. The bourgeoisie fights against an SP presidium. Then the middle part remains. The PUK president will enjoy a lot of media presence from the summer – and boost his own party for the autumn elections.

The PUK will probably be active for 18 to 24 months – well after the election. According to Blick research, it could each have seven members from the National Council and the Council of States. They should reflect the strengths of the respective parties in the councils. Party strategists are currently brooding over a proposal that would each give the GLP, the Greens, the SP, the Center and the FDP one PUK seat in the National Council, while the SVP, as the largest party, would have two seats.

Hard work for the members

In the Council of States, the Center and the FDP each have two seats as the strongest parties, while the SVP, SP and the Greens have one. The GLP is not represented in the Stöckli.

The PUK members must meet a number of criteria: They must stand for re-election in the autumn. Then they should be able to invest a lot of time in the research over the next two years. Specialist knowledge is also an advantage: lawyers and economists are in great demand.

Middle group leader Philipp Matthias Bregy (44) and the two middle state councilors Beat Rieder (60, US) and Daniel Fässler (62, AI), all lawyers, are named for the presidency. SP councilor Eva Herzog (61, BS) and national councilor Samira Marti (29, BL) are traded as PUK members. SP economist Samuel Bendahan (42) is also under discussion. Only: the native of Vaud advises banks. Is he independent enough?

Looking for banking specialists?

The SVP favors banking specialists. The party would tend to send at least one banker to the PUK.

It is uncertain whether banker and National Council member Thomas Matter (57) or economist, ex-CS banker and SVP party leader Thomas Aeschi (44) will make it to the PUK. It would be possible that lawyer Gregor Rutz (50) succeeds. The name of neo-alderman Esther Friedli (45) is also mentioned.

Many names are mentioned at the FDP. More often those of the Council of States and lawyer Andrea Caroni (43).

PUK Presidency as a gateway to the Federal Council

Economist Roland Fischer (58) could be a good choice for GLP, but he also once worked for CS. The Greens named mechanical engineer Franziska Ryser (31) and lawyer Raphaël Mahaim (39). Green leader Balthasar Glättli (51) sees himself as PUK chairman. The Green Liberals are also claiming the presidium for themselves. However, it is considered unlikely that parties without Federal Council representation will preside over the PUK.

The work of the PUK is not easy. She will deal with specialists from the federal administration, Finma and the SNB. They will all claim they did their best. Soon it will sound from the CS. You should ask international law firms for help. One thing is clear: if the PUK wants to bring its research to a successful conclusion, it also needs support.

And yes, PUK presidents are considered future federal councillors. The success rate is only 50 percent: PUK bosses Kurt Furgler (†1924 – 2008) and Moritz Leuenberger (76, SP) became federal councilors, but Carlo Schmid (73, CVP) and Fritz Schiesser (69, FDP) did not.
