On September 12, 1848, the first federal constitution of modern Switzerland came into effect. This formed the basis for direct democracy, the rule of law, separation of powers and federalism.

Accordingly, September 12 should be recognized as a holiday at the federal level, said Central National Councilor Heinz Siegenthaler (67). A national holiday for everyone, like August 1, is what the Berners demanded with a motion. A “democratic holiday”.

The entry into force of the first federal constitution is a unique event that cannot be ignored in the history of our federal state, he pleaded with the National Council for his initiative on Thursday afternoon. “In the midst of monarchies and in times of a hierarchical social order, our ancestors created a jewel.”

“The women have simply been forgotten”

However, after further words of praise, Siegenthaler identified a Tolggen in the clean book. “Of course I know the downside of the federal constitution back then: women were simply forgotten — or deliberately ignored,” he said.

It took about 130 years for this to be corrected. “In retrospect, that’s almost a shame,” says Siegenthaler. “And I apologize to all women that that didn’t happen at the time and that it has taken so long to rectify this flaw in the otherwise excellent federal constitution.”

Federal councilor accepts apology

Minister of Justice Elisabeth Baume-Schneider (59) gratefully received the apology. It is rare that the person submitting a motion apologizes to the women, said the SP judge with a smile. “I thank him for apologizing about 1971 and the long wait.”

Nevertheless, she argued on behalf of the Bundesrat for rejection of the initiative.

National Council accepts proposal

In vain, because Siegenthaler managed to win over a majority with his praise and his apology. The National Council accepted the holiday proposal with 94 votes in favour, 82 against and 6 abstentions.

If the Council of States also says yes, then the population can look forward to a new holiday.
