More security for media professionals

The action plan is the result of a Council of Europe resolution. Ofcom developed it together with the media industry, announced on International Press Freedom Day on Wednesday.

Swiss media are increasingly confronted with hostilities and hate speech on the streets and in the digital space. In addition, there are unfounded or illegal lawsuits to suppress unwanted messages, so-called “slapps” (strategic lawsuits against public participation), according to the media in Bern.

While the laws provide some level of protection for journalists, “greater awareness of the importance of independent media” is needed, according to OFCOM’s statement, according to Media Minister Albert Rösti. The action plan fills the relevant gap.

The plan emphasizes physical and psychological integrity. It addresses the special concerns of journalism. This includes better recognition of the profession and role of media workers and protection against verbal attacks and physical violence.

The action plan comprises nine measures in the three areas of action: awareness-raising and prevention, protection and support in the event of threats and violence, and the legal framework.

Planned measures include raising awareness among young people of the value of the media, an industry website on how to deal with threats and violence, and a round table between the media and the police. The actors want to implement the measures step by step and with existing resources.

The National Action Plan is of an advisory nature and is not legally binding. Those involved will take stock in 2027.
