State Secretary Livia Leu was in Brussels for exploratory talks.

Secretary of State Livia Leu (62) and EU negotiator Juraj Nociar met on Thursday for the ninth round of exploration. This was marked by the Federal Council’s decision in late March to work out the main parameters of a negotiating mandate by the summer, Leu said.

In the evening she also met Stefano Sannino, Secretary General of the European External Action Service. After the meeting in Brussels, Leu said he was not yet ready to start negotiations. “Still, we’re making progress.”

positive dynamics

During the meeting between Federal Councilor Ingnazio Cassis (62) and EU Vice-President Maros Sefcovic in Switzerland in mid-March, the two agreed that solutions should be found in the coming weeks as part of the current positive dynamic, Leu continued. .

As a result, on March 29, the Federal Council decided on the main parameters of a negotiating mandate. This is an expression of this dynamic, Leu continued. The core values would formulate the goals one would like to achieve and the main substantive elements that a future mandate should contain. Domestic and foreign policy aspects would also be taken into account. She has now explained this to her EU negotiating partners, according to the State Secretary.

Wage protection remains a bottleneck

According to Leu, however, there are still unanswered questions after the ninth round of exploration, for example about the free movement of persons. Here it is still about wage protection and the issue of immigration.

The next round will therefore take place on 30 May. Meanwhile, technical talks continue. The Federal Council will then make a new assessment of the situation at the end of June, according to the State Secretary.

For its part, the EU commission wrote after the meeting with Leu that the aim should be to “conclude exploratory talks as soon as possible and conclude subsequent negotiations by summer 2024”. Switzerland is also interested in making rapid progress with this EU commission, Leu said. However, this also depends on Brussels’ flexibility to address Swiss concerns as well. (SDA/sq)
