Swiss Post presents e-voting system

Swiss Post presents its test platform for online voting.

In St.Gallen, the Swiss abroad and five pilot municipalities participate, in Thurgau only the Swiss abroad. In the canton of Basel-Stadt, in addition to voters abroad, there are also people with disabilities.

At the beginning of March 2023, the Federal Council granted the three cantons the basic license to use Swiss Post’s e-voting system. At the same time, the state government had also approved the electronic voting system developed by the post office. The canton of Graubünden is expected to test the e-voting system from 2024. Other cantons will follow, requiring approval from the Federal Council.

For the first time since 2019, voters can vote electronically again as part of the federal pilot operation. The Bundesrat then decided not to use electronic voting as a regular voting channel for the time being due to security problems. As a result, Swiss Post and the Canton of Geneva have withdrawn their previous systems.

Since 2019, Swiss Post has been developing its fully verifiable system at its IT location in Neuchâtel together with federal experts and ethical hackers. “The system has been extensively tested and is secure,” said Nicole Burth, head of communications services at Swiss Post. It was also ensured that no one could vote on the same bill twice. The data would also always remain in Switzerland.

The voting right identification will be sent to the eligible voters by post. In addition, each e-voting voter receives a sheet with three authentication codes. It then takes six steps to cast your vote on the e-voting platform. The vote is individually verified, encrypted and transmitted. Then the responsible election commission in the canton will be involved.

The demo version of the platform will be available to all interested parties from Wednesday, April 19 at https://demo.evoting.ch/. But there may be maintenance phases, the Post said.
