Many migrants are without social assistance

Undocumented migrants and migrants are often denied social assistance for fear of deportation – even though they mostly live below the poverty line. Now politicians want to help.

The Federal Migration Commission (FCM) addressed this topic at its annual conference in Bern on Thursday. Federal Councilor Elisabeth Baume-Schneider (59) pleaded in her opening speech for more help for the poorest. Getting help is always accompanied by shame. In addition, social assistance is constitutionally guaranteed and poverty is not a crime, said the SP federal councilor.

EKM denounces inequality

The effects of immigration laws on migrants living in poverty raise questions about integration policies and state law regarding inequality. Various researchers and experts from the field presented insights into the obstacles to receiving social assistance benefits. For example, a project in Geneva showed the impact on the life and health of newly regularized individuals.

Since 2019, the authorities can refuse the renewal of their residence permit to foreigners who receive social assistance. As a result, the number of people entitled to social assistance from abroad has decreased, while that of the Swiss has remained the same.

Two new pilot tests in Zurich

The city of Zurich is also making a new attempt at support: After the “basic economic aid” of councilor Raphael Golta (47, SP) failed in 2021 due to legal hurdles, a connection between SP, Greens and AL is now starting a new attempt in the city council, writes the “Tages Anzeiger”.

In a pilot project, the city of Zurich will make a total of CHF 5.4 million available for basic economic aid over the next three years. “In this way we close a gap in the social system and alleviate acute emergencies,” says Hannah Locher (33, SP).

The courts must also decide on this project. Because the civil parties claim that assistance to undocumented migrants is governed by federal law. And the cantonal support undermines this law. “The group repeatedly violates the law at a higher level,” says Mélissa Dufournet (34) of the FDP. (SDA/sq)
