The UN migration pact is put on the back burner

In 2018, the United Nations agreed on a global migration pact.

The Foreign Policy Committee of the Council of States (APK-S) discussed the UN migration pact on Tuesday. Again – and again without a decision. The politicians again put the deal on the back burner.

The APK-S decided by nine votes in favor and one abstention to demand a board report. Advice on the migration pact is suspended for the time being.

The Commission therefore instructs the administration to prepare a report before the end of the year. This should shed light on the impact of the Migration Pact to date globally and in individual countries and identify initial findings for Switzerland should it become a member.

Migration Pact aims to define orderly migration

From the point of view of the Federal Council, the UN Migration Pact corresponds to Switzerland’s interests, as he wrote in early 2021 in the message he passed. The aim of the Migration Pact is to define benchmarks for an orderly migration. All this should ultimately lead to a reduction in irregular migration.

The Migration Pact is a so-called soft law. This is what international instruments are called, which are not legally binding, but prescribe certain behaviour. In the worst case, a state could face political sanctions if the rules are broken.

Parliament felt left out

In 2018, 53 countries voted in favor of the pact at the UN General Assembly, five countries against. 12 countries – including Switzerland – abstained from voting. While there are no legislative changes linked to the migration pact, Parliament felt left out when the Bundesrat originally proposed to accept the pact without legislative approval.

The discussion about UN regulations has therefore been dragging on for several years. As early as 2018, the National Council and the Council of States instructed the government not to approve the pact and to first submit an application to parliament. Both chambers first wanted to discuss the migration pact and its consequences for Switzerland in more detail.
