Don’t feel like PUK!

The Bureau of the National Council is calling for a Parliamentary Commission of Inquiry (PUK) into the CS debacle. Now the ball is in the hands of the heads of state. If the heads of both chambers vote in favor of a PUK, the path is not far to Parliament’s strongest tool for sorting out grievances at the federal level.

Only: the Council of States is silent. Its leaders are on a delegation trip to Poland and Germany. According to information from Blick, there was another office meeting on Monday. Since the PUK application was not formally available, no decision could be made.

At the request of the President of the Council of States, Brigitte Häberli-Koller (64), Deputy Secretary General of the Federal Assembly, Martina Buol, responded. She reports that the Bureau of the Council of States has not yet dealt with the contents of the PUK. “We are waiting for the results of the work of the audit committees of the National Council and the Council of States.” The Bureau of the Council of States is working with the utmost care, she assures.

Experience shows that the Council of States is reluctant to make PUK claims. This time too, the decision is probably close. It is said that Eva Herzog (61, SP) and Werner Salzmann (60, SVP) are in favor of a PUK. Green Lisa Mazzone (35) could also be in favour.

However, the outcome seems more open than the party leaders suggest. They outdo each other with demands for full clarification, but how serious that is remains to be seen.

Finance Minister Karin Keller-Sutter (59) also wants answers. In the “Samstagsrundschau” she said: “I clearly believe that it should be processed.” Only: she commissioned Professor Manuel Ammann (53) to draw up an interpretation of a stricter banking law.

CS supports the center

Explosive: Ammann is the academic director of the HSG Center for Financial Services Innovation. The establishment of the center at the University of St. Gallen two years ago was made possible in no small part by millions of dollars in sponsorship from CS.

The finance director has an expert work out the CS debacle, of all the people whose research center was paid for by the same bank, as the “Wochenzeitung” made public. It was striking that the professor spoke out on all channels during the financial crisis of 2008, but is now silent.

The Ministry of Finance (FDF) is now defending that Amman’s report will only be part of the thorough investigation. A parliamentary scrutiny is also welcome.

The FDF denies that Ammann could be biased. “Its scientific mission is not questioned by the funding of the institute,” it says.

Ammann himself says: “The focus of the assignment is on the ‘too big to fail’ problem. I have been working on this topic for a long time.” So it is about forward-looking questions regarding effective regulation for Switzerland, not about clarifying the incidents or judging CS. He emphasizes his academic independence.

“Needs a PUK anyway!”

SP councilor Céline Widmer (44) is not happy with the behavior of the finance minister: “I was outraged when I read that federal councilor Karin Keller-Sutter wanted to have the CS rescue investigated by a professor who has his research center from the same large bank can sponsor.” They “absolutely” need a PUK, which guarantees an independent assessment.
