Green light for pilot projects to monitor at-risk women

The board of the KKJPD discussed the financial resources for the coordination of pilot projects for electronic monitoring (EM) of victims on Friday, the KKJPD announced on Friday. The aim of the pilot projects is to improve the care for victims and the prevention of violent crime as much as possible.

Combating and preventing domestic violence and violence against women is a high priority for the federal government and the cantons. The KKJPD wrote that the cantons have a lot of experience in electronic monitoring of prisons and in checking alternative measures in the criminal process.

Preventive protection

Electronic surveillance must now be used even more as part of threat management for the preventive protection of victims, for example by also monitoring contact and neighborhood orders. The participating cantons are responsible for the precise design of the pilot projects.

In the pilot, potential victims will be given their own digital device if desired. This looks like a somewhat clumsy mobile phone, with a small screen and a vibration function. The victim’s and perpetrator’s device must be continuously located with GPS and the locations compared. If the two guarded persons get too close, an alarm message appears for the authorities and the victim.

First pilot projects as early as spring 2023

The first pilot projects should start in the spring of 2023 and be completed in the spring of 2024, the KKJPD said at the request of the Keystone-SDA news agency. Data protection is guaranteed both organizationally and in the IT systems used.

The attempt with EM in Switzerland is strongly inspired by Spain. Electronic monitoring of perpetrators and victims is widely used in Spain. At the end of January, a KKJPD delegation traveled to Spain with representatives of the federal government to learn more about it on the spot. The country is considered a pioneer in the fight against violence against women. The delegation was shown details of the electronic monitoring.
