In 2016, Donald Trump (76) became president of the US, Britain decided on Brexit, several terrorist attacks shocked Europe – and in Bern Toni Brunner (48) called for a dash list for the first time. After the implementation of the deportation initiative, the then SVP chairman of the federal government wanted to know how many criminal foreigners actually left the country after serving their sentences.
Seven years have passed since then. It has long become a tradition that every three months the SVP wants to know from the Bundesrat where the statistics are. But the federal government still doesn’t know the actual deportation rate.
But now the SVP can be happy: he will soon get his “Dash List” – thanks to the EU. Because this week the new Schengen information system came into force in the EU, to which Switzerland is also connected. The authorities have already received information about searches from other countries through the system. In the future, they should also have an overview of how many of the convicted foreigners who have been deported are actually no longer in Switzerland.
The authorities already have figures. But, as Blick reported, they have gaps and errors because the data flow from the cantons to the federal government works worse than well. For that reason, the federal government has so far refused to publish enforcement statistics.
The hesitation can also be explained by the fact that another expulsion statistic at the federal level has already led to a data buffer twice. The federal government had to correct figures on the number of cases in which courts used the hardship clause and refrained from evicting them from the state.
All deportations and their reasons are now registered, both from Switzerland and from the Schengen area, says Lukas Rieder of the State Secretariat for Migration (SEM). “For country transfers, the time at which the person concerned actually left Switzerland is now also registered. From this date, the entry ban in connection with the expulsion from the country will begin to run, “explains Rieder.
Since implementation statistics cannot be drawn up retrospectively, figures will only be provided for the first time in a year, according to the federal government. “For a reliable evaluation, a statistically sufficient amount of relevant data must first be available,” the SEM explains the renewed wait. Now “a concept for the statistical evaluation of the newly collected data would be worked out”.
The SEM does not want to give a specific date when the SVP first gets his Strichli list. Until then, the SVP will continue to exert pressure on the federal government on a quarterly basis.
