Identified “Weaknesses” in Federal Emergency Planning

The excitement in federal Bern was great! On February 14, a large-scale police operation took place in and around the Federal Palace. The Bundesplatz was cordoned off over a large area. The Federal Palace was evacuated. A man in riot gear had previously been arrested. A car was inspected for hours by explosives experts on the Bundesplatz. At 7 p.m., police declared the operation ended.

However, there were a few mishaps during the evacuation of the House of Representatives and the eastern and western federal buildings. This went on for a long time before the parliamentarians and members of the Bundesrat could leave the building on the south side through a revolving door. At that time it was unclear to many how to proceed. In addition, the president of the Council of States, Brigitte Häberli-Koller (64), was forgotten in the building.

External organization must check

Criticism from the delegation of the federal administration follows. She calls for several improvements in emergency planning for federal buildings. The evacuation of the buildings following the arrest of a suspect in mid-February revealed weaknesses, she said Monday.

In mid-February, all buildings were evacuated within a reasonable time and everyone was brought to safety, the administration delegation writes in its statement. However, there are interface issues and a comprehensive scenario is missing.

As a first step, the delegation therefore decided to commission an external, specialized firm to check the emergency organization in the parliament building.

First immediate measures taken

According to the administrative delegation, the parliamentary services have already taken some emergency measures. Thus, the principle of “silent evacuation” of the parliament building – at least outside of session times – is abandoned. In the future, the alarm horns of the parliament building will be used during an evacuation.

And in the event of an emergency, MPs must be notified quickly via SMS. (dBA/SDA)
