The easier change of canton for temporarily admitted persons decided by parliament must be implemented. In addition, the Federal Council, led by Minister of Justice Elisabeth Baume-Schneider, wants to lift the permit requirement for people with a deprivation permit and to relax the reporting obligation. The consultation on amending the associated regulations to the Aliens and Civic Integration Act and the Asylum Act will last until 29 May 2023.
To make the change of canton easier for temporarily admitted people, the conditions under which it is unreasonable to stay in the canton of residence have been specified, as announced by the Federal Council on Wednesday. This is the case, for example, if a journey to work takes longer than two hours, the workplace is not or poorly accessible by public transport or if short-term work assignments have to be carried out.
In December 2021, the parliament decided to make it easier for people who have been temporarily admitted to change canton, thereby removing the barriers to integration in the labor market. To date, however, this change has not come into effect.
In addition to specifying the change to the law, the Federal Council is planning two more changes to the regulations. The permit requirement for a own boss or dependent work for persons with an exemption.
For persons temporarily admitted, refugees and stateless persons, the registration obligation is also lifted if the work serves the purpose of professional integration or reintegration and the gross monthly wage does not exceed 600 francs. People who follow training in preparation for basic vocational training are also generally exempt from the registration obligation. (SDA)
