Undocumented migrants should have easier access to vocational training. After the National Council, the Council of States also adopted a corresponding motion from the State Political Committee of the National Council on Wednesday.
The decision was taken at the request of a minority around the Green State Council of Geneva Lisa Mazzone (34) by 21 to 19 votes. The majority of the preliminary advisory committee of the Council of States had recommended that the bill be rejected. Non-Party committee spokesman Thomas Minder (61/SH) said she believed people with rejected asylum applications should leave Switzerland. A change would even encourage illegal migration. Minister of Justice Karin Keller-Sutter (58) also argued in that direction.
Existing regulations too restrictive
However, the Council of States followed the arguments of the Geneva Council of States. The aim is to give a handful of highly motivated young people who are already in Switzerland the chance of an internship. In principle, this has been possible since 2013. However, the existing regulations are much too restrictive. Between 2013 and 2020, only 61 sans papiers received an exemption across Switzerland, Mazzone said.
