The current kick-off financing for childcare to supplement the family must be converted into a permanent solution from 2025 at the earliest.
According to a message from Thursday, the WBK-N wants to relieve parents more than originally planned. They should receive 20 instead of 10 percent of their average costs. According to Commission estimates, this should cost more than 700 million Swiss francs a year. In addition, the cantons will receive CHF 60 million per year to further develop early childhood support.
In the general vote, the draft was passed in the WBK-N by 17 to 7 with one abstention. A minority rejects the bill as a whole. She believes that these areas of funding are the responsibility of the cantons and municipalities and therefore no support from the Confederation should be considered. Other minorities need less expensive programs.
Now it is back to the Bundesrat. The WBK-N asks him for an explanation. In concrete terms, the current incentive program must be converted into continuous support with the aim of achieving a significant reduction in parental contributions at national level and improving pre-primary education in the cantons.
