After the National Council, the Council of States also adopted a corresponding motion on Wednesday – with 29 votes in favor, 15 votes in favor and one abstention. The ball is now in the Federal Council’s court.
The initiative was launched by the State Political Committee of the National Council (SPK-N). The motion also found a majority in the sister committee of the Council of States. The Federal Council also asked for a yes to the motion. Minister of Justice Beat Jans said that the state government wants to increase the number of working people from Ukraine with protection status S from twenty to forty percent by the end of 2024. The change from the permit requirement to the reporting obligation is an important element on the way there.
A minority of SVP and center representatives, on the other hand, believed that the current procedure could be completed quickly and easily with a permit application. With a reporting obligation, checks on wages and working conditions would only take place afterwards and on a random basis, while with a permit obligation this would happen in advance and systematically. Esther Friedli (SVP/SG) spoke of an “erosion of worker protection”.
Status S is awarded to refugees from Ukraine and their immediate family members. According to the Federal Council, approximately 66,000 people with status S lived in Switzerland at the beginning of December. Last November, the Federal Council decided not to withdraw S status before March 4, 2025. (SDA)
