The Governing Council of the Canton of Lucerne has decided to once again declare a state of emergency in the areas of housing and care for asylum and refugee seekers. The decision was made due to continued high levels of immigration. Because: The existing accommodation structures in the canton of Lucerne are almost full, the canton announced on Monday. The declaration of a state of emergency is intended to provide the cantonal authorities with the necessary resources to deal with the challenging situation.
This decision comes against the backdrop of Russia’s war of aggression against Ukraine and the resulting largest refugee movement since World War II. The Canton of Lucerne had already declared a state of emergency for the reception of refugees from Ukraine in March 2022 and extended it to the entire asylum and refugee area in November 2022. The state of emergency was lifted last August when it became clear that sufficient housing would be available until the end of 2023.
The State Secretariat for Migration (SEM) predicts that asylum numbers for 2024 will be as high as the year before. The SEM expects 30,000 new asylum applications and another 25,000 applications for protection status S. According to the national distribution key, 2,700 people from the asylum and refugee sector will be allocated to the canton of Lucerne, the canton announced. This poses new challenges for existing housing structures.
The state of emergency is intended to allow cantonal departments to act quickly and access the resources they need. In view of the tense housing situation in the Canton of Lucerne, civil protection facilities should also be used as emergency shelters to ensure housing for all affected people. (oco)
