24-hour procedure, motivation letter, new opening hours: Jans’ asylum measures in reality check

The new asylum minister Beat Jans (59) does not only want to put an end to criminal asylum seekers. He plans three more measures to relieve pressure on the asylum system. Blick explains how they work and what they are probably good for.

24 hour procedure

Asylum applications from countries of which less than 1 percent receive asylum (mainly North Africa) must be processed within 24 hours. These rapid procedures were tested at the Federal Asylum Center in Zurich. Result: The number of requests decreased by 42 percent. In this way the asylum system can be relieved. The procedures should therefore be introduced in all asylum centers after Easter. The SEM can do this on its own authority.

Motivation letter

Jans wants asylum seekers who have little chance of asylum to have to motivate their request in writing from the start. This, just like the 24-hour procedures, has a deterrent effect. There is no experience whether this works. And it will take some time before this is introduced: the asylum law must be amended for this. Jans must first get a majority for it in the Federal Council and then in Parliament. And in the best case, win a referendum. It is conceivable that asylum organizations will benefit from the referendum.

New opening hours

Jans wants asylum applications to only be submitted during office hours. This is intended to prevent migrants from misusing asylum centers as ‘bed and breakfasts’. Apparently some used the centers as spare places to sleep on weekends, even though they never intended to apply for asylum. And because fingerprints are not taken during the weekend, it worked out fine. But this trick, firstly, puts pressure on asylum centers and, secondly, attracts criminals who can safely sleep in after robbing people at public festivals or in the exits.

Before Jans can enter this, he must check whether there is a legal basis for it. However, his department is convinced that it can implement this on its own by amending the regulations. This will take at least six months. However, unaccompanied women, minors and old or sick migrants must remain allowed at weekends. (sf)
