Third country is being sought: Federal Council wants to investigate the outsourcing of asylum procedures

The Federal Council in the SP Minister of Justice Beat Jans wants to write a report on the subject of asylum procedures and deportations to third countries.

This is evident from the state government’s response to a postulate by FDP councilor Andrea Caroni (43, AR), which was published on Thursday. The Federal Council was previously of the opinion that asylum procedures abroad could not be carried out for legal but also practical reasons.

Caroni justified his postulate by saying that more and more states and the EU were working on reforms to carry out asylum procedures closer to the refugees’ countries of origin. The deportation of deportees to third countries should also be a topic in the report. The increasing number of asylum seekers has also increased political pressure for new solutions.

Agreement with Senegal as a model

The Council of States will also discuss again this spring the deportation of Eritreans whose asylum application has been rejected to a third country. He has a motion from Petra Gössi (FDP/SZ) calling for the conclusion of a corresponding transit agreement. The Federal Council should look for a suitable third country.

The model would be a transit agreement that was negotiated with Senegal about 20 years ago and has never been in force. The Federal Council opposes the requirement. According to his statements, the agreement with Senegal would have allowed transit of up to 72 hours.

During this time, identification and obtaining a travel document should have been carried out at the local consular representation in the home country. If the onward journey to the home country could not be organised, Switzerland would have been obliged to take back people in transit.

Cooperation with Eritrea has improved

According to the Federal Council, cooperation with Eritrea has improved and the number of Eritreans having to leave the country has decreased somewhat. While there were still 309 people in this situation at the end of 2022, there were 278 at the end of 2023. There are also fewer asylum seekers from Eritrea, according to the Federal Council. He still wants to rely on cooperation with the countries of origin.

The Council of States approved a similar proposal last June. However, the National Council rejected the proposal by a narrow margin last December. (SDA)
