Why retirees opt out of EL: A quarter of a million opt out of state aid

Tens of thousands of retirees have received fewer Supplemental Benefits (EL) since January, and some have received none at all. The reason for this is new rules that have been in force since the beginning of this year. It may happen that the ticket to the nearest city or a coffee shop far from home is no longer included. But that is not the only reason why people live in poverty in old age: some of those affected do not even apply for EL.

If pensions and income do not cover the minimum living costs, you are legally entitled to EL. But a study by the Zurich University of Applied Sciences (ZHAW) concludes that an estimated 15.7 percent of people over 65 who still live at home do not receive EL – even though they are entitled to it. There are approximately 230,000 people.

Poverty in old age has a measurable impact on the lives of those affected: poor seniors are at much greater risk of becoming lonely and ill. And they are much more likely to be dissatisfied with their lives. A few hundred francs would often make a big difference. So why not get it?

Not receiving EL despite the right to do so mainly affects women, people without Swiss citizenship, widows and people without a higher education diploma. The phenomenon is especially widespread in rural communities.

Stigma and inadequate public education

Peter Burri Follath, head of communications at Pro Senectute Switzerland, explains: “Many affected people do not even know that they are entitled to EL. Or the process is too complex for them.” Social stigma also leads those affected to see help as a sign of dependence or failure. You are ashamed to apply for EL.

Burri Follath says more education and information is needed about who can get EL, how and when. The topic should be discussed publicly so that obstacles can be removed. And: “The application process must be simpler. It is currently designed to be too intimidating and difficult to navigate.”
