No agreement was reached on the peace summit in Ukraine: the Federal Council was surprised by the progress of Amherd and Cassis

The announcement at the beginning of the week was quite something. Federal President Viola Amherd (61) and Foreign Minister Ignazio Cassis (62) announced on Monday during the visit of Ukrainian President Volodymyr Selensky (45) that they wanted to organize a peace summit. The diplomatic talks in Federal Bern have laid the foundation for this. Selensky met the best Swiss politicians. In addition to the federal council members, there are also the chairmen of the National Council and the Council of States, as well as the party leaders.

It now appears that the Federal Council has not even discussed the peace conference in Ukraine planned by Switzerland. The colleagues of the Federal Council, Amherd and Cassis, would have been surprised by the announcement of the conference, as the Neue Zürcher Zeitung writes.

Criticism of the type of communication

There was no informal exchange beforehand. The departments were therefore more critical about the way they communicated than about the project itself. The Federal President responded calmly to the criticism. This did not require a decision from the Federal Council, Amherd told the newspaper.

Nevertheless, the government plans to discuss the chosen route at the upcoming Federal Council meeting. After the end of the World Economic Forum (WEF), the Federal Council will have time to discuss together how to proceed.

Intensive persuasion work

Amherd and Cassis’ announcement that they would hold a unilateral peace summit with Ukrainian President Zelenskiy sparked a debate in Switzerland and the diplomatic community. Critics complain that the peace talks were announced without direct communication with the Russian side.

Others defend the approach, even though the chances of success are considered modest. In the report ‘Neue Zürcher Zeitung’, the Federal President also states that she has carried out intensive persuasion work for a peace summit during the WEF and has received positive feedback from heads of state.
