Debacle with an announcement: the Ministry of Justice in Zurich must bury the IT project

The canton of Zurich has another IT debacle: the data processing system for the prison system, which is more than thirty years old, cannot be renewed until further notice. The responsible IT company Abraxas from St. Gallen has canceled the contract, the “Tages-Anzeiger” reports. The employees of the prison system in Zurich will therefore have to work with the old program until further notice in order to process criminal files.

Abraxas itself admits on its website that it “has not achieved several milestones and has not been able to achieve the agreed delivery results. Because Abraxas is also leaving the Ministry of Justice, this will lead to the end of the IT project ‘Juris X’.

The Zurich parliament was skeptical

When the Justice Department publicly advertised the contract for “Juris X” in 2018, only two companies had signed on. The contract was awarded to the company Abraxas, in which the canton of Zurich itself has an interest. However, the project was already struggling in the development phase, which did not go unnoticed by the politicians in Zurich. During the budget debate in 2020, the canton council pulled the cord and cut the budget.

The application came from the GLP at the time. The GLP found that there were simply too many open questions about the project. Many other parliamentarians from left to right also feared “a new IT debacle”, as we already know in the canton of Zurich. Director of Justice Jacqueline Fehr (60, SP) appealed to the council at the time not to stop the project. “Currently everything is on schedule.” A short time later, despite political distrust, the canton awarded the final work contract to Abraxas.

The Ministry of Justice emphasized to the “Tages-Anzeiger” that there was a Plan B. Fehr will announce what this looks like in March 2024. (SDA/lha)
