Savings package put together: district administrator Uri reduces his budget by six million francs

The government’s savings and measures package has been reduced by the district council from five to three measures. Savings of 686,000 francs will be made in the 2024 cost of living adjustment for administrative staff and teachers, 580,000 francs through the waiver of interest on funds and special financing and 308,000 through moderate rate and fee adjustments in various departments.

Further savings were achieved by the Finance Commission (Fiko), including in offers for special education (1 million francs), contributions to the therapy center of the Papilio Foundation (100,000 francs), water maintenance (150,000 francs) and environmental control measures and the pollution. (100,000 francs) proposed. These have been approved by the district administrator.

The proposed cuts in contributions to voluntary music lessons by 100,000 francs and the Uri Foundation for Disabled Companies by 250,000 francs were not approved.

The equivalent solidarity contribution from the municipalities of 1.57 million francs is also included in the savings and measures package. The government initially set aside 2.75 million francs. The law on financial and burden equalization provides for such a contribution if the canton is in an emergency situation.

For his part, SVP district administrator Christian Schuler has submitted a request to improve the budget. According to him, the tax revenues in the 2024 budget have been budgeted very conservatively. Budgeted income and wealth tax revenues will be significantly exceeded as early as 2022.

He requests that these two positions be adjusted to growth in 2022 and 2023. This would result in an improvement in income tax by 1.248 million francs and wealth tax by 268,000 francs, a total of approximately 1.5 million francs. Parliament approved the motion by 37 votes to 23.

Of particular importance in the investment calculation are the renovation and new construction of the cantonal hospital worth 19.9 million francs and the west-east connection worth 22.6 million francs. The loss of funds from the Swiss National Bank also has an impact.

The 2024 budget was approved by a large majority of the Uri parliament. The council has rejected the financial plan for the period 2024 to 2027. (SDA)
