Major Secret Service Restructuring: NDB Cadres Must Worry About Losing Their Jobs

The federal intelligence service is being reorganized.

The Swiss Federal Intelligence Service (NDB) is currently undergoing a major restructuring under the leadership of former ambassador Christian Dussey (58). The transformation affects approximately 400 full-time jobs and aims to adapt the secret service to increasing demands.

Dussey has therefore also introduced new applications for managers, the CH Media newspapers report. This is not well received by the working population. The employees report uncertainties and dissatisfaction. The reorganization is a response to hybrid wars, technological advances and the expectations of a new generation of employees, the NDB said.

New features require new ads

This means, for example, that the changed requirements create new management positions that require a new advertisement internally. The NDB is silent on how many positions or employees will be affected by the restructuring.

He simply says that individual solutions are sought for employees that have not been taken into account. The restructuring also affects management, creating new areas and eliminating previous positions.

The head of analysis, Juliette Noto, is said to have been affected. As the only woman on the NDB board, she will apparently be given new tasks, according to CH Media. Jürg Bühler (59), the Deputy Director, will take over the position of Head of Compliance.

Focus on China and Russia

The reorganization also stipulates that the domestic and international areas within the NDB will be more clearly separated. This could mark a resurrection of sorts for the former Domestic Intelligence Service (DAP) and Foreign Intelligence Service (SND) within the NDB to respond more effectively to challenges at home and abroad.

Dussey also plans to focus more on China and Russia. The exact composition of the new management is expected to be announced at the end of the first quarter of 2024. (oco)
